Themes 2-5

Participants intending to present papers for Themes 2-5 should submit abstracts of up to 500 words in English by regular or electronic mail no later than 10 October 2006.
The Task Group will meet on 19-20th of October 2006 in Belgrade to distribute abstracts to the members of the Program and Scientific Committee.
The second meeting of the Program and Scientific Committee will be held in Vienna on 13-14th of December 2006.
Authors will be notified of acceptance by 25 December 2006, and full papers should be submitted by 31 March 2007.
After review, the papers will be pre-published in the Conference Proceedings. Papers should be limited to 25,000 characters (with spaces) and appropriate photographs, drawings and diagrams should be included.
Theme 1:

General Status of Groundwater Management in the Danube River Basin and Other River Basins
Papers for Theme 1 will be invited and authors will be jointly selected by the national Head of Delegation to the ICPDR and leading country representative to the IAWD. Papers should be limited to 50,000 characters (with spaces) and appropriate photographs, drawings and figures should be included. The final date for submission of papers for Theme 1 is 31st March 2007.
This theme is central to the Symposium. Invited papers within this thematic group should provide insight into the role of groundwater in the water supply of individual countries, as well as into the basic framework of groundwater source operations (natural constraints, legal framework, WFD implementation, socio-economic framework, and the like). Authors should identify groundwater uses and their proportion relative to surface water uses, primarily in the area of municipal water supply.
Papers could be written and present jointly (one paper jointly written by the representatives of ICPDR and IAWD) or separately (every representative write and present its part of report).
If national paper are written separatelly, the ICPDR representative should present:
1. The introductory section should include an overview of national groundwater resources, main hydro-geological media from which groundwater is being abstracted, and the level of groundwater protection. It should also indicate the amounts of groundwater abstracted for different uses (municipal water supply, industrial water supply, agriculture, irrigation, etc.) and identify groundwater quality (natural characteristics, direct and indirect impact of human activity—agriculture, settlements, industry, link between surface water and the aquifer). Authors are invited to use information from WFD Implementation National Reports—River Basin Characterization, wherever possible.
2. Adoption of the Water Framework Directive (WFD 2000/60/EC) in 2000 marked the beginning of a new era in integrated water resource management within the European Union, and its implementation is now virtually half-complete. A summary should be included of WFD implementation activities undertaken to date with regard to groundwater (identification of water bodies, characterization, methodology for chemical and quantitative status assessment, harmonization of methodologies for status assessment of transboundary water bodies, assessment of impacts on ecosystems, and the like). In addition, any initiatives aimed at improving European groundwater legislation should be identified.
3. General assessment of the groundwater status, including current use, management and protection of groundwater at the national level, and an assessment of its future status within the context of WFD implementation.
and IAWD representative should present:
1. Percentage of groundwater quantities withdrawned for each of types of sources on the national level referring to case studies of different types of groundwater sources (bank filtration, use of karstic springs, artesian and subartesian water sources, artificial recharge). Insight should be provided into major (critical) parameters which affect groundwater source operation (water quality criteria, water quantity criteria and constraints, criteria relating to environmental conditions and interaction). Negative effects of abstraction (declining yield, change in GW quality over time, depletion) and activities undertaken by operators to mitigate these impacts should be identified through an overview of the past operations of major groundwater sources.
2. Operators of groundwater sources operate within a legal framework which regulates the use of groundwater. Authors should identify percent ownership structures of water companies in their country, the range of drinking water tariffs and, if possible, major factors which influence tariff-setting. An overview of relationships between ownership status, water tariffs and water supply trends (declining water demand, consolidation of water supply providers, and the like), as well as the effects of privatization, if any, of water companies on the quality of service and water tariffs during the past decade (especially in transition countries), should also be provided.

Mr Dimkić said that role of the Programme and Scientific Committee should be:
a) to prepare the Programme of the Symposium;
b) to define proposals for papers – detailed proposal for Theme 1 and proposals for other themes;
c) to review and select abstracts;
d) to review all papers; and
e) to chair sessions during the Symposium.
